俄羅斯同性戀法案頒布後撻伐聲浪不斷，總統普京對2014年索契冬季奧運志工發表演說時強調，俄羅斯不是抵制同性戀，歡迎同性戀人士參與奧運。

普京強調，俄羅斯並非不允許同性戀行為的國家，但是禁止同性戀者公開宣傳同性戀與孌童 的任何訊息，尤其是對兒童，這點絕對禁止。

「我要強調這一點！」普京對志工們表示，同性戀與戀童癖的訊息不允許公開宣傳行為，「我們並不禁止什麼，但就這點不允許。」

他也以「拜託」字眼表達，請同性戀者不要向兒童宣傳這一類訊息。

這次冬季奧運設有公開的抗議示威區域，在離索契18公里處的城鎮上，根據奧林匹克憲章，比賽主辦地點禁止任何政治上或思想上的公開宣傳活動。
